	Expanding the definition of habitually truant to include a student who is over 6 years of age and has not completed grade 6 and has the equivalent of 7 full days of unexcused absences or 5 consecutive school days of unexcused absences during a school year represents a state mandate pursuant to the Constitution of Maine.  The additional costs to local school units associated with determining whether a student is habitually truant and implementing procedures to address the problem is not expected to be significant.
