| This legislation proposes to transfer the Renewable Resource Fund currently administered by the State Planning Office to the Public Utilities Commission. This transfer is not expected to have any impact on the total amounts collected for, or expended from, the fund. To facilitate the transfer an emergency preamble and an effective date of July 1, 2007 could be added to the bill. If the bill is passed without an emergency preamble, the effective date should be October 1, 2007 and the proposed biennial budget bill will need to take the transfer into consideration by splitting the allocation for the program between the two agencies on a prorata basis in fiscal year 2007-08. | ||||||
