Amend the bill in the 2nd paragraph after the title in the 3rd line (page 1, line 5 in L.D.) by striking out the following: "exceptions to the laws" and inserting the following: 'waiver of the requirements'

Amend the bill in the 2nd paragraph after the title in the 4th line (page 1, line 6 in L.D.) by inserting after the following: "installer" the following: 'in exigent circumstances'

Amend the bill in section 1 by striking out all of subsection 5 (page 1, lines 14 to 21 in L.D.) and inserting the following:

5 Waiver.   Notwithstanding this section, in cases in which the commission finds the presence of exigent circumstances, the commission may grant a waiver of the requirements of this section and may authorize:
A A person who has 5 years or more of well drilling experience of at least 1,000 hours in each of those 5 years under the supervision of a master well driller to sit for the master well driller examination under subsection 4 and to be licensed as a master well driller; and
B A person who has 5 years or more of pump installation experience of at least 350 hours in each of those 5 years under the supervision of a master pump installer to sit for the master pump installer examination under subsection 4 and to be licensed as a master pump installer.

Unlike the bill, which established an exception to the current licensure laws for a master well driller and a master pump installer, this amendment instead authorizes the Maine Water Well Commission to grant a waiver to those licensure laws to individuals with clearly defined levels of experience in situations in which the commission finds the presence of exigent circumstances.
