Amend the bill by striking out the title and substituting the following:

‘An Act To Promote County-based Economic and Community Development’

Amend the bill in section 1 in §125 (page 1, line 3 in L.D.) by striking out the following: "Economic development" and inserting the following: 'Economic and community development'

Amend the bill in section 1 in §125 in subsection 1 in the 3rd line (page 1, line 6 in L.D.) by inserting after the following: "economic" the following: ' and community'

Amend the bill in section 1 in §125 in subsection 1 in paragraph A in the first line (page 1, line 8 in L.D.) by inserting after the following: "economic" the following: ' and community'

Amend the bill in section 1 in §125 in subsection 1 in paragraph A in subparagraph (6) in the first line (page 1, line 30 in L.D.) by inserting after the following: "economic" the following: ' and community'

Amend the bill in section 1 in §125 in subsection 1 in paragraph A in subparagraph (7) in the last line (page 1, line 38 in L.D.) by inserting after the following: "office" the following: ' subject to approval by a majority vote of the county budget committee or county advisory budget committee'

Amend the bill in section 1 in §125 in subsection 1 in paragraph B in subparagraph (1) in the 2nd line (page 2, line 4 in L.D.) by inserting after the following: "approved" the following: ' by a majority vote of the county budget committee or county advisory budget committee. All bonds must be approved'

Amend the bill in section 1 in §125 in subsection 1 in paragraph B in subparagraph (1) in the 6th line (page 2, line 8 in L.D.) by striking out the following: " 50% 40 %" and inserting the following: '50%'

Amend the bill in section 1 in §125 by striking out all of subsection 2

Amend the bill by striking out all of section 2 and inserting the following:

Sec. 2. Funding. The Legislature may provide funds to the Department of Economic and Community Development to provide support to the State's 16 counties subject to a 1:1 match.’

summary

This amendment requires any bonds or salary expenses to be approved by a majority of the county budget committee, whether advisory or not. It also requires a 50% turnout by the voters for a bond approval, as is the current law, rather than changing it to 40% as in the bill. It also strikes out the appropriations and allocations section of the bill, but maintains the possibility of funding in the future. It also allows counties to raise, appropriate, borrow and expend money for county economic and community development.
