Amend the amendment by striking out everything after the title and before the summary and inserting the following:

Amend the resolve by striking out the title and substituting the following:

‘Resolve, Concerning Public Safety Answering Points for Kennebec County’

Amend the resolve in the emergency preamble by striking out all of the 3rd and 4th paragraphs (page 1, lines 8 to 12 in L.D.) and inserting the following:

Whereas, ‘ issues of software compatibility and cost must be addressed prior to implementing the consolidation of public safety answering points in Kennebec County; and

Amend the resolve by striking out all of section 1 and inserting the following:

Sec. 1. Delay implementation of consolidation. Resolved: That, notwithstanding any other provision of law to the contrary, the Public Utilities Commission shall delay implementation of the consolidation of public safety answering points in Kennebec County until October 1, 2009; and be it further

Sec. 2. Review; report. Resolved: That the Department of Public Safety, within its existing resources, shall work with the Public Utilities Commission and affected municipalities in Kennebec County to examine issues associated with the consolidation of public safety answering points in Kennebec County, including but not limited to issues concerning software compatibility and cost and other potential configurations of municipalities within public safety answering points in Kennebec County. The Department of Public Safety shall submit a report on its findings, including any recommendations, to the Joint Standing Committee on Utilities and Energy no later than January 1, 2008. The report must also include a mechanism to ensure that any savings that will accrue from consolidation of public safety answering points in Kennebec County are returned to the affected member municipalities. After receipt and review of the report, the joint standing committee may submit legislation to the Second Regular Session of the 123rd Legislature; and be it further

Sec. 3. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

SUMMARY

This amendment eliminates the requirement that the Public Utilities Commission amend its rules to require 2 public safety answering points in Kennebec County and instead delays implementation of the consolidation of public safety answering points in Kennebec County until October 1, 2009. This amendment requires the Department of Public Safety within its existing resources to work with the Public Utilities Commission and affected municipalities in Kennebec County to examine issues concerning software compatibility and cost and other potential configurations. The department must also identify a mechanism to ensure that any savings that will accrue from consolidation of public safety answering points in Kennebec County are returned to the affected member municipalities. The department shall report its findings and recommendations to the Joint Standing Committee on Utilities and Energy no later than January 1, 2008. The joint standing committee is authorized to submit legislation to the Second Regular Session of the 123rd Legislature.
