Amend the amendment by striking out everything after the title and before the summary and inserting the following:

Amend the resolve by striking out the title and substituting the following:

‘Resolve, Concerning Public Safety Answering Points for Kennebec County’

Amend the resolve by inserting after the 4th indented paragraph after the title the following:

Whereas, ‘ issues of software compatibility and cost must be addressed prior to implementing the consolidation of public safety answering points in Kennebec County; and

Amend the resolve by striking out all of section 1 and inserting the following:

Sec. 1. Delay implementation of consolidation. Resolved: That, notwithstanding any other provision of law to the contrary, the Public Utilities Commission shall delay implementation of the consolidation of public safety answering points in Kennebec County until the resolution of issues concerning software compatibility and cost in accordance with section 2. The consolidation of public safety answering points in Kennebec County may be implemented no sooner than October 1, 2008; and be it further

Sec. 2. Review; report. Resolved: That the Public Utilities Commission, within its existing resources, shall work with the Department of Public Safety and affected municipalities in Kennebec County to examine issues associated with the consolidation of public safety answering points in Kennebec County, including but not limited to issues concerning software compatibility and cost. The Public Utilities Commission shall submit a report on its findings, including any recommendations, to the Joint Standing Committee on Utilities and Energy no later than January 1, 2008. After receipt and review of the report, the joint standing committee may submit legislation to the Second Regular Session of the 123rd Legislature; and be it further

Sec. 3. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides funds for the projected costs associated with equipping 3 public safety answering points in Waterville, Augusta and the Kennebec County Sheriff's Office.

SUMMARY

This amendment eliminates the requirement that the Public Utilities Commission amend its rules to require 2 public safety answering points in Kennebec County and instead delays implementation of the consolidation of public safety answering points in Kennebec County until the resolution of issues concerning software compatibility and cost has been accomplished. This amendment requires the Public Utilities Commission within its existing resources to work with the Department of Public Safety and affected municipalities in Kennebec County to examine those issues and to report its findings and recommendations to the Joint Standing Committee on Utilities and Energy no later than January 1, 2008. The joint standing committee is authorized to submit legislation to the Second Regular Session of the 123rd Legislature.
