‘ 12. Safer alternative. "Safer alternative" means an alternative that, when compared to a priority chemical that it could replace, has been shown to be less harmful to human health or the environment.’

Amend the amendment in section 2 in §1691 by striking out all of subsection 12 (page 2, lines 32 to 35 in amendment) and inserting the following:
