Amend the amendment in section 11 in §10008 in subsection 2 in the 2nd line (page 8, line 2 in amendment) by striking out the following: " October" and inserting the following: ' July'

Amend the amendment by striking out all of section 17 (page 13, lines 31 to 42 in amendment) and inserting the following:

Sec. 17. Report; recommendations for consolidating energy efficiency responsibilities. The Office of the Public Advocate shall study the feasibility of and report on options, with a recommended timeline, for integrating the programmatic responsibilities and organizational structure and functions with respect to energy efficiency and conservation within the Public Utilities Commission and the Energy and Carbon Savings Trust. In its study and recommendations for consolidation, the Office of the Public Advocate shall consider the responsibilities of the Maine Energy Conservation Board, established under the Maine Revised Statutes, Title 35-A, section 10007, in relation to the Public Utilities Commission and the Energy and Carbon Savings Trust. The Office of the Public Advocate shall submit a report of its findings, including the identification of the administrative benefits and increases in effectiveness that will be realized by the consolidation of energy efficiency functions into a single entity, including any recommended legislation, by January 15, 2008 to the Joint Standing Committee on Utilities and Energy. After receipt and review of the report, the committee may submit legislation on this issue to the Second Regular Session of the 123rd Legislature.’

Amend the amendment in section 19 in the 5th line (page 14, line 11 in amendment) by striking out the following: "October" and inserting the following: 'July'

summary

This amendment changes the establishment date of the Energy and Carbon Savings Trust and the Energy and Carbon Savings Trust Fund from October 1, 2008 to July 1, 2008 and makes the same date change to the authorization to transfer funds.

This amendment also requires the Office of the Public Advocate, in its study of integrating and combining responsibilities for energy efficiency functions into a single entity, to identify and report on options and the timing of integration.
