Amend the bill by inserting after the title and before the enacting clause the following:

Mandate preamble. This measure requires one or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures. Pursuant to the Constitution of Maine, Article IX, Section 21, 2/3 of all of the members elected to each House have determined it necessary to enact this measure.’

Amend the bill in section 1 in §507 in the first indented paragraph in the last line (page 1, line 6 in L.D.) by striking out the following: " in a form determined by the State Tax Assessor"

Amend the bill in section 1 in §507 by striking out all of subsection 2 (page 1, lines 13 to 16 in L.D.)

Amend the bill in section 1 in §507 by renumbering the subsections to read consecutively.

Amend the bill by striking out all of section 2.

Amend the bill by inserting after section 3 the following:

Sec. 4. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds to reimburse municipalities for 90% of the estimated costs to change the information contained in property tax bills.

This amendment removes provisions from the bill requiring certain property tax bills to be in a form determined by the State Tax Assessor and repeals a requirement in current law that requires property tax bills to contain a separate statement regarding the amount and impact of the homestead exemption. This amendment adds an appropriations and allocations section.
