Resolve, To Establish the William Silliker Memorial Wildlife Watching Area

Sec. 1. William Silliker Memorial Wildlife Watching Area established. Resolved: That the Department of Conservation, Bureau of Parks and Lands, shall establish a moose and wildlife watching area in memory of William Silliker, a photographer and naturalist whose photographic documentation of Maine’s moose and other wildlife and the natural world appeared in calendars and many other venues to promote the beauty of Maine. The watching area must be on state-owned land where hunting is currently permitted. The Department of Conservation, Bureau of Parks and Lands, with input from the Department of Inland Fisheries and Wildlife as needed, shall adopt rules for selecting the location based upon biological suitability, public accessibility and public safety and after public input. The Bureau of Parks and Lands is authorized to seek information and assistance from other agencies and departments as it considers necessary. Rules adopted pursuant to this section are routine technical rules as defined in the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A.

summary

This resolve directs the Department of Conservation to establish a wildlife watching area on state-owned land to be named in memory of noted Maine naturalist and photographer William Silliker. The Commissioner of Conservation shall work with the Department of Inland Fisheries and Wildlife to adopt rules and select a location based on public input, biological suitability, public accessibility and public safety.
