An Act Regarding Requirements for the Issuance and Renewal of Teaching Certificates

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §13011, sub-§7-A  is enacted to read:

7-A Alternative teacher certification.   Notwithstanding any other requirements of this chapter and under rules adopted by the state board, the commissioner may authorize the issuance or renewal of a provisional teacher certificate, a professional teacher certificate or a master teacher certificate upon a review of evidence provided by the candidate of qualifications that demonstrate that the candidate's life experience, work experience or educational experience is commensurate with the course work or other educational requirements that at the time of the demonstration are required for issuance or renewal of the teacher certificate for which the candidate has applied. Rules adopted pursuant to this subsection are major substantive rules as defined in Title 5, chapter 375, subschapter 2-A.

This bill provides that the Commissioner of Education may authorize the issuance or renewal of teacher certificates upon a review of evidence provided by the candidate of qualifications that demonstrate that the candidate's life experience, work experience or educational experience is commensurate with the course work or other educational requirements that at the time of the demonstration are required for issuance or renewal of the teacher certificate for which the candidate has applied.
