Amend the bill in section 8 in subsection 8 by inserting after paragraph A the following:
‘ A-1. A person who is issued a Class I lobster and crab fishing license and is under 18 years of age may declare any zone as that person's declared lobster zone if that person lives on a year-round basis on an island within the coastal waters that is not connected to the mainland by any man-made structure.’

This amendment is the majority report and provides that a person that lives year-round on an island that is not connected to the mainland is not required to go on the waiting list proposed in the bill for people under 18 years of age.
