Amend the amendment by inserting after Part XXXX the following:

PART YYYY

Sec. YYYY-1. Maine Budget Stabilization Fund transfer to the General Fund. Pursuant to the Maine Revised Statutes, Title 5, chapter 142, the State Controller shall transfer $12,094,991 by June 30, 2008 from the Maine Budget Stabilization Fund to the unappropriated surplus of the General Fund and shall transfer $12,482,735 by June 30, 2009 from the Maine Budget Stabilization Fund to the unappropriated surplus of the General Fund.

Sec. YYYY-2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Adjusts the General Fund appropriation and the Highway Fund allocation for the State Police program to reflect a 66% funding share for the General Fund and a 34% funding share from the Highway Fund.

To reflect the findings of the February 2007 report from the Office of Program Evaluation and Government Accountability regarding Highway Fund eligibility at the Department of Public Safety, this amendment adjusts General Fund appropriations and Highway Fund allocations for the State Police program to reflect a 66% funding share for the General Fund and a 34% funding share from the Highway Fund. This amendment also transfers funds from the Maine Budget Stabilization Fund to the unappropriated surplus of the General Fund to cover the additional General Fund expenses resulting from the shift in funding percentages for the State Police program.
