Fiscal Detail and Notes
This bill includes General Fund appropriations totaling $187,210 in fiscal year 2006-07 to the Department of Labor and the Department of Health and Human Services to develop the required plans.  Of that amount, a General Fund appropriation of $116,310 is provided to the Employment Security Services program within the Department of Labor in fiscal year 2006-07 for one Public Service Manager I position and one Economic Research Analyst position and related all other costs associated with organizing the task force and developing plans to increase wages of all state workers and all municipal, county, school system, university system and community college employees to a livable wage.  This bill also includes a General Fund appropriation of $70,900 in fiscal year 2006-07 to the Department of Health and Human Services for one Public Service Manager I position and related all other costs associated with developing the plan to increase the wages of all health care workers to a livable wage.  
Additional costs to the Department of Education and the Bureau of Employee Relations within the Department of Administrative and Financial Services associated with the development of the plans can be absorbed within existing budgeted resources.
