Fiscal Detail and Notes
This fiscal note reflects the incremental difference between the amendment and the majority report.  It assumes up to $23 million in Savings Offset Payments (SOPs) will be transferred to the MaineCare program to fund increased MaineCare payments to hospitals and provides a $23 million fiscal year 2006-07 Other Special Revenue Funds allocation for this purpose.  It is further assumed that, with this amendment's additional reduction in resources available to the Dirigo Health program and given that the deallocations already included in the bill do not fully offset the reduction in revenue already included in the bill, Dirigo Health would need to exercise existing authority to keep program spending within available resources.  The precise impact on the Dirigo Health program cannot be determined at this time.
