Fiscal Detail and Notes
This amendment deletes the provision that allowed the Commission on Governmental Ethics and Election Practices to keep all of the lobbyist registration fees that it collects as Other Special Revenue Funds revenue which would have resulted in the estimated annual loss of $55,000 in General Fund revenue and  an equivalent gain of the same amount in dedicated revenue.  The amendment also authorizes a one-time transfer of $27,500 in fiscal year 2006-07 from the unappropriated surplus of the General Fund to the Commission on Governmental Ethics and Election Practices Other Special Revenue Funds account.
