Assumes the bill would result in significant additional costs to MaineCare pharmacy programs primarily in the form of lost prior authorization savings.  Additional costs would include development of the new MaineCare handbook, a survey, and a study of the pharmacy prior authorization process.  The preliminary estimate of the General Fund cost is $3.6 million per year.
