Fiscal Detail and Notes
This legislation establishes a new dedicated fund within the Office of the Public Advocate to receive post-decommissioning oversight fees imposed on Maine Yankee.  The fund will receive revenue of $270,000 in fiscal year 2005-06, $217,500 in fiscal year 2006-07 and $170,000 each year thereafter. The funds will be disbursed to the State Nuclear Safety Advisor at the Division of Health Engineering, the Bureau of Health, the Maine State Police, the Maine Emergency Management Agency, the Public Advocate and the Department of Environmental Protection to reimburse for costs associated with decommissioning of the nuclear power plant.  An allocation has been included to accomplish this.
The bill would also reduce Department of Health and Human Services revenue by $303,750 in fiscal year 2005-06 and $405,000 each year thereafter ($180,000 for the State Nuclear Safety Inspector, $90,000 for the Health and Environmental Testing Lab, and $135,000 for the Radioactive Waste Fund). The bill does not eliminate the State Nuclear Safety Inspector and therefore the allocation is not reduced as much as the revenue.  These costs would need to be funded from the new Interim Spent Fuel Storage Facility Oversight Fund or from existing department resources.
