Fiscal Detail and Notes
The University of Maine System will require additional General Fund appropriations of $300,000 in fiscal year 2005-06 and $315,000 in fiscal year 2006-07 for the cost associated with establishing the Maine Enterprise Commerce Center of Augusta.  This legislation requires the Center to reimburse the General Fund for any funds appropriated to the Center within 2 years from the date the funds are disbursed.  This fiscal note assumes that sufficient funds will be available from private sources by fiscal year 2007-08 to both sustain the Center and repay the General Fund for the fiscal year 2005-06 appropriation.  If sufficient funding is not available, additional General Fund appropriations may be required.
This legislation also requires that all equipment and other assests associated with the interactive television network currents housed at the University of Maine at Augusta be transferred to the Center by July 1, 2006.  It is not clear what impact this transfer will have on the ITV network and whether the network will be available to deliver academic courses and programs to those students who do not have access to the University campuses.  Any decrease in the availability of the ITV network to the Univesity of Maine System to offer academic courses and programs may result in a decrease in tuition revenue to the University.  The amount can not be determined at this time.
