	The Secretary of State's budget includes sufficient funds to accommodate one ballot of average length for the general election in November. If the number or size of the referendum questions increases the ballot length, an additional appropriation of $8,000 or more may be required.  A special election would require an additional appropriation of $121,392.
Fiscal Detail and Notes
	Changing motor vehicle registration requirements for certain nonresidents will decrease Highway Fund revenue by an estimated $797,800 and $1,063,750 in fiscal years 2005-06 and 2006-07, respectively, from a loss in the collection of motor vehicle registration fees.
	The additional change in motor vehicle registration requirements for certain noncommercial trucks will decrease Highway Fund revenue by an estimated $117,000 and $156,000 in fiscal years 2005-06 and 2006-07, respectively, from a loss in the collection of motor vehicle registration fees.
	The aforementioned changes in motor vehicle registration requirements will necessitate a one-time Highway Fund allocation of $19,500 in fiscal year 2005-06 for the Bureau of Motor Vehicles within the Department of the Secretary of State to cover the costs of reprogramming the bureau's computer system.
