Providing unemployment benefits to food service workers employed in public schools between academic years is a mandate to local school administrative units, a majority of which are direct reimbursement employers.  The Department of Labor has determined that approximately 2,700 food service workers were employed by educational establishments as of September 2004.  Assuming that all of the 2,700 food service workers were employed by local school administrative units, and the weekly unemployment benefit was $171.00, the total cost to the local units would be $3,700,000.  Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional local costs.
