Fiscal Detail and Notes
This bill will increase Other Special Revenue funds dedicated to the Maine State Government Fund to support certain areas of state government.  The amount of additional revenue can not be estimated at this time.  Maine Revenue Services will also require a one-time General Fund appropriation of approximately $45,000 in fiscal year 2005-06 to support the computer programming costs associated with each of the additional income tax check-offs.  Additional General Fund appropriations will be required beginning in fiscal year 2006-07 if revenue is insufficient to support the $5,000 transfer for administrative costs.
Requiring the InforME Board to develop a method to accept contributions to the Maine State Government Fund using the State's website will have fiscal implications.  The estimated costs to the state are unknown at this time because the amount of revenue or merchant fees expected and the number of likely transactions are unknown at this time.  Also, it is unclear which department or agency would manage the fund and handle the expected questions from the public.  It is assumed that a separate InforME Portal would be required that could have a hyperlink to Maine Revenue Services.
