Sec. 1. Two-year experimental moose lottery. Resolved: That the
Commissioner of Inland Fisheries and Wildlife shall establish an
experimental moose hunting permit lottery in Cumberland County
and York County for moose hunting seasons in the fall of 2005 and
the fall of 2006. The commissioner may adopt rules as necessary
to implement this resolve, including, but not limited to, the
number of permits that are authorized in each county for each of
the years. Rules adopted pursuant to this resolve are routine
technical rules under the Maine Revised Statutes, Title 5,
chapter 375, subchapter 2-A; and be it further

 
Sec. 2. Report to Legislature. Resolved: That the Commissioner of Inland
Fisheries and Wildlife shall evaluate the experimental moose
lottery mandated in this resolve and shall submit a report based
on that evaluation, including necessary implementing legislation,
to the joint standing committee of the Legislature having
jurisdiction over inland fisheries and wildlife matters no later
than December 1, 2006. The joint standing committee may submit a
bill based on the report to the First Regular Session of the
123rd Legislature.

 
SUMMARY

 
This resolve directs the Commissioner of Inland Fisheries and
Wildlife to establish an experimental 2-year moose lottery in
Cumberland County and York County and report to the Legislature
with an evaluation of the experimental lottery to the First
Regular Session of the 123rd Legislature.
