Sec. 1. Department of Education to adopt rules to establish system for verification of
proficiency for prelingually deaf candidates for teacher certification. Resolved: That
the Department of Education shall adopt major substantive rules,
as defined in the Maine Revised Statutes, Title 5, chapter 375,
subchapter 2-A, that establish a system for verifying the
proficiency of prelingually deaf teacher certification
candidates. This system must be available to prelingually deaf
teacher certification candidates in lieu of achievement of the
required scores on the Praxis assessment. This system must be
modeled after the one that has been used in California to certify
prelingually deaf teachers, school counselors, psychologists and
social workers. The system must include the establishment of a
3-person panel to oversee the teacher for 2 years to verify that
the teacher has the ability to perform the functions of the job.

 
SUMMARY

 
This resolve directs the Department of Education to adopt
major substantive rules to establish a system for verifying the
proficiency of prelingually deaf candidates for teacher
certification.
