Emergency preamble. Whereas, acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, breaking ground for the new Somerset County jail is
imminent; and

 
Whereas, a delay in the implementation of this legislation will
cause a delay in the construction of the jail, leading to
unnecessary costs and delays; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Location of Somerset County jail. Resolved: That, notwithstanding
the Maine Revised Statutes, Title 30-A, section 122, the Somerset
County jail may be built within one mile of Skowhegan.

 
Emergency clause. In view of the emergency cited in the preamble,
this resolve takes effect when approved.

 
SUMMARY

 
Current law requires a county building to be located within
the county seat unless the voters in the county vote to locate
the building elsewhere.

 
This resolve allows the Somerset County jail to be built
within one mile of the county seat, Skowhegan.
