constructing off-road bike and walking paths that could be used
for alternative means of transportation to work;

3. Estimate the number of persons likely to use such paths
for commuting, fitness or recreational purposes; and

4. Estimate the cost of constructing such a path network.

The Department of Transportation shall submit a report on the
results of this study to the Joint Standing Committee on
Transportation on or before January 15, 2006.
