| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 5 MRSA §1766-A is enacted to read: |

| | | §1766-A.__Electricity purchases for state buildings |
|
| | | No later than January 1, 2008, all electricity consumed in | | state-owned or state-leased buildings must be supplied by | | renewable resources.__For purposes of this section, "renewable | | resources" means any renewable resource defined in Title 35-A, | | section 3210, subsection 2, paragraph C. |

| | | Sec. 2. Plan to implement electricity purchases for state buildings. The chair of | | the Energy Resources Council, established in the Maine Revised | | Statutes, Title 5, section 3327, shall develop a plan to | | implement Title 5, section 1766-A and shall submit that plan to | | the Joint Standing Committee on Utilities and Energy and the | | Joint Standing Committee on State and Local Government by April | | 1, 2006. |

| | | This bill requires that by January 1, 2008 all electricity | | consumed in state-owned or state-leased buildings be supplied by | | renewable resources. It requires the chair of the Energy | | Resources Council to develop a plan to achieve this requirement | | and to submit that plan to the Joint Standing Committee on | | Utilities and Energy and the Joint Standing Committee on State | | and Local Government by April 1, 2006. |
