Be it enacted by the People of the State of Maine as follows:
CONCEPT DRAFT
SUMMARY
This bill is a concept draft pursuant to Joint Rule 208.
This bill proposes to amend the rule-making process under the
Maine Administrative Procedure Act to ensure that rulemaking that
results in a significant cost of doing business receives full
review and approval by the Legislature before taking effect.
