Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 12 MRSA §11154, sub-§13 is enacted to read:

 
13.__Tribal sustenance moose hunting permit.__Notwithstanding
subsections 3, 4, 5, 6, 7, 8 and 9 and section 11601, the
commissioner may, upon application, issue sustenance moose
hunting permits to members of the Penobscot Indian Nation, the
Passamaquoddy Tribe, the Houlton Band of Maliseet Indians, the
Aroostook Band of Micmacs and the Wabanaki Confederacy.__The
permits allow members of those tribes to harvest moose for
sustenance on land owned by the State.__The commissioner shall
adopt rules to administer the permits and to regulate the hunt
and may adopt any other rules the commissioner considers
necessary for the protection of the moose resource.__Rules
adopted pursuant to this subsection are routine technical rules
as defined in Title 5, chapter 375, subchapter 2-A.

 
SUMMARY

 
This bill establishes tribal sustenance moose hunting permits
that allow members of certain tribes to hunt moose on land owned
by the State. The bill requires the Commissioner of Inland
Fisheries and Wildlife to adopt rules to administer the permits
and to protect the moose resource.
