Sec. 1. Moratorium on implementation of local assessment systems. Resolved: That,
notwithstanding the Maine Revised Statutes, Title 20-A, section
6202-A or any other law to the contrary, each school
administrative unit must cease implementation and use of a local
assessment system to measure student achievement of the learning
results established in Title 20-A, section 6209 until legislative
action by the 122nd Legislature pursuant to section 2 occurs; and
be it further

 
Sec. 2. Review and report. Resolved: That the Joint Standing Committee
on Education and Cultural Affairs shall review the requirements
of the Maine Revised Statutes, Title 20-A, section 6202-A and
local assessment systems that have been put into operation by
local school administrative units pursuant to that law. The
committee shall report back by January 15, 2006 to the Second
Regular Session of the 122nd Legislature with implementing
legislation making necessary changes to the local assessment
system requirements, including the improvement or elimination of
those requirements.

 
SUMMARY

 
This resolve places a moratorium on the implementation and use
of local assessment systems by school administrative units to
measure student achievement of learning results until the Joint
Standing Committee on Education and Cultural affairs studies
relevant statutory law and local assessment systems and reports
back to the Second Regular Session of the 122nd Legislature with
improvements or elimination of local assessment system
requirements.
