Fiscal Detail and Notes
This bill includes General Fund appropriations of $244,758,578 and $251,367,160 in fiscal years 2003-04 and 2004-05 for the General Purpose Aid for Local Schools program within the Department of Education to fully fund 100% of the actual cost of special education.  The Governor's proposed Current Services budget  for the 2004-2005 biennium, as amended by Committee Amendment A, includes $161,753,162 for the State's share of funding special education costs.  The additional cost to the State if this measure is approved is estimated to be $83,005,416 in fiscal year 2003-04 and $89,479,838 in fiscal year 2004-05.  The fiscal year 2004-05 estimate is based on the average growth in Special Education costs over the past three years of 7.8%.
