Fiscal Detail and Notes
If approved by the voters, this constitutional amendment should not have a fiscal impact on the Legislature.  However, this bill would prohibit the chamber from transacting any business until such time as the opinion is rendered.  This provision would affect the ability of the Legislature to conduct its work and the impact, which would depend on the amount of time for the opinion to be rendered, can not be determined at this time.
