	This bill includes a Federal Expenditures Fund allocation that eliminates 4 positions and provides a line category transfer in fiscal year 2004-05 to reflect the Developmental Disabilities Council as an independent agency.  It also authorizes the State Budget Officer to transfer funds by financial order to provide funding for the Developmental Disabilities Council during fiscal year 2003-04.  This estimate assumes that the provisions of the Governor's DRAFT Part II budget bill that establish the Developmental Disabilities council as a seperate entity for budget purposes will be enacted.
