Fiscal Detail and Notes
This bill requires that unclaimed deposits paid on returnable containers be deposited into the General Fund; the estimated amounts are $1,312,500 in fiscal year 2003-04 and $1,750,000 for each fiscal year thereafter.Changes in the Returnable Bottle Law will require additional General Fund appropriations for the Department of Agriculture, Food and Rural Resources; the amounts will be $90,851 and $118,907 in fiscal years 2003-04 and 2004-05, respectively.  Adjusting reimbursement fees for returnable containers may have the effect of increasing General Fund revenues and Other Special Revenue Funds revenue; the amounts will depend on the number of commingling agreements that are entered into and can not be determined at this time.
