	Requiring the Department of Economic and Community Development to give preference for economic development grants to a municipality that adopts the rehabilitation component of a nationally recognized building code may significantly impact the department's ability to deliver services and grants through currently existing federal and state programs.  The impact to the existing programs can not be determined at this time.  Any additional cost associated with adopting rules and administering the program can be absorbed by the Department of Economic and Community Development and the State Planning Office utilizing existing budgeted resources.
