Sec. 1. Demonstration project. Resolved: That the Commissioner of Inland
Fisheries and Wildlife, referred to in this resolve as "the
commissioner," shall design and implement a 2-year demonstration
project to introduce the grass carp into a test site within the
inland waters in the State in order to study the effects of the
grass carp on milfoil.

 
1. Scope of project. The commissioner shall determine the
scope of the project, including identification of the specific
test site and identification of the specific type of grass carp
to introduce into the test site.

 
2. Monitor; assess. The commissioner shall monitor:

 
A. The effect of the introduction of grass carp on milfoil
and other invasive species;

 
B. The effect of the introduction of grass carp on other
aquatic life; and

 
C. The ability to contain the grass carp within the test
site and prevent escape.

 
3. Report. The commissioner shall report the results of the
demonstration project together with any recommended legislation
to the joint standing committee of the Legislature having
jurisdiction over inland fisheries and wildlife matters no later
than December 1, 2006. Following receipt and review of the
report, the joint standing committee of the Legislature having
jurisdiction over inland fisheries and wildlife matters may
report out a bill to the First Regular Session of the 123rd
Legislature.

 
SUMMARY

 
This resolve directs the Commissioner of Inland Fisheries and
Wildlife to design and implement a demonstration project to
introduce the grass carp into a test site within the inland
waters of the State in order to study the effects of the grass
carp on milfoil.
