Sec. 2. Department of Environmental Protection to adopt rules that prohibit discharge of gray water. Resolved: That the Department of Environmental Protection shall adopt rules that prohibit the discharge of treated or untreated gray water from commercial vessels carrying more than 300 passengers into certain waters of Casco Bay designated under section 1. The rules must define gray water as water discharged from a vessel that is used for cleaning or similar purposes as defined under the federal Clean Water Act of 1977, 33 United States Code, Sections 1251 to 1387 (1994). Rules adopted pursuant to this section are major substantive rules pursuant to the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A; and be it further

Sec. 3. Department of Environmental Protection to define boundaries of certain waters in Casco Bay for designation as no-discharge zones. Resolved: That the Department of Environmental Protection, in cooperation with interested members of the public and identified stakeholders in the process, shall define the boundaries of the waters of Casco Bay that will be designated as no-discharge zones pursuant to section 1.
