Sec. 1. Marine bay management and planning program. Resolved: That the Land
and Water Resources Council established in the Maine Revised
Statutes, Title 5, section 3331, within existing budgeted
resources, shall study the development and implementation of a
marine bay management and planning program for estuarine and
marine waters in Maine. The study must include, but is not
limited to, an examination of the merits of such a program and
the steps necessary to develop and implement a program. The
council shall also estimate the costs of developing and
implementing a marine bay management and planning program and
recommend any legislation necessary to initiate development
and implementation of such a program; and be it further

 
Sec. 2. Duties. Resolved: That the Land and Water Resources
Council shall examine the following issues:

 
1. Increased private and local stewardship of the marine
environment;

 
2. Ecological sustainability and biodiversity protection,
with particular attention to Atlantic salmon rivers and
habitat;

 
3. Protection of cultural and scenic values;

 
4. Appropriate geographic scope of individual bay plans;

 
5. Traditional and emerging economies and demographic
trends around bays;

 
6. Impacts on the boundary between Maine and Canada;

 
7. Access to coastal water and public lands;

 
8. Impacts of marine development on riparian landowners;

 
9. Existing and creation of new marine protected areas;

 
10. Preservation of working waterfronts and municipal and
commercial infrastructure and other shoreside land uses; and

 
11. Incentives, sanctions and penalties; and be it further

 
Sec. 3. Consultation; input. Resolved: That as part of the Land and
Water Resources Council study, the council or the council's
staff shall hold 2 or more meetings for the purpose of
consultation with and gathering input from the following
representatives of affected groups:

 
1. A representative of coastal municipalities;
