Sec. 1. Commission established. Resolved: That the Commission to Review
Internet Policy, referred to in this resolve as the "commission,"
is established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of 11 members who are appointed as follows:

 
1. Two members of the Senate, one who is a member of the
Joint Standing Committee on Business and Economic Development and
one who is a member of the Joint Standing Committee on Utilities
and Energy, appointed by the President of the Senate;

 
2. Four members of the House, two who are members of the
Joint Standing Committee on Business and Economic Development and
two who are members of the Joint Standing Committee on Utilities
and Energy, appointed by the Speaker of the House of
Representatives;

 
3. One representative of the Internet provider industry,
appointed by the President of the Senate;

 
4. One representative of a Maine-based company providing
commercial services over the Internet, appointed by the Speaker
of the House of Representatives;

 
5. One representative of the Maine Software Developers
Association, appointed by the Speaker of the House of
Representatives;

 
6. One representative of the telecommunications industry,
appointed by the President of the Senate; and

 
7. One representative of the cable television industry,
appointed by the Speaker of the House of Representatives; and be
it further

 
Sec. 3. Chairs. Resolved: That the first named Senate member is the
Senate chair. The first named House member is the House chair;
and be it further

 
Sec. 4. Appointments; convening meetings. Resolved: That all appointments
must be made no later than 30 days following the effective date
of this Act. The appointing authorities shall notify the
Executive Director of the Legislative Council upon making their
appointments. When the appointment of all members is complete,
the chairs shall call and convene the first meeting of the
commission; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall study issues
relating to the Internet, including the following:
