Sec. 1. Commission established. Resolved: That the Commission to Study
Combining the Resources of the Maine Turnpike Authority and the
Department of Transportation, referred to in this resolve as the
"commission," is established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists of
the following 14 members:

 
1. Two members of the Senate, appointed by the President of
the Senate. When making the appointments, the President of the
Senate shall give preference to members from the Joint Standing
Committee on Transportation;

 
2. Two members of the House of Representatives, appointed by
the Speaker of the House. When making the appointments, the
Speaker of the House shall give preference to members from the
Joint Standing Committee on Transportation;

 
3. The Commissioner of Transportation or the commissioner's
designee;

 
4. The Executive Director of the Maine Turnpike Authority or
the executive director's designee;

 
5. Four public regional representatives, appointed by the
Commissioner of Transportation:

 
A. One from the region north of Augusta;

 
B. One from the region south of Augusta;

 
C. One from the region considered eastern Maine; and

 
D. One from the region considered western Maine;

 
6. A representative with bond counsel experience, appointed
by the Executive Director of the Maine Turnpike Authority;

 
7. Two registered professional civil engineers, appointed by
the Commissioner of Transportation; and

 
8. An economic planner, appointed by the Commissioner of
Transportation; and be it further

 
Sec. 3. Chairs. Resolved: That the first named Senate member is the
Senate chair of the commission and the first named House of
Representatives member is the House chair of the commission; and
be it further
