Emergency preamble. Whereas, Acts of the Legislature do not become
effective until 90 days after adjournment unless enacted as
emergencies; and

 
Whereas, to ensure the efficient and effective resolution of
workers' compensation hearings, this Act must take effect
immediately; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore,

 
Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. Workers' Compensation Board; full-time hearing officer. The Workers'
Compensation Board shall permanently assign a full-time
administrative hearing officer to the Caribou office of the
Workers' Compensation Board no later than 30 days after the
effective date of this Act. This assignment must be implemented
within the board's existing budgeted resources.

 
Emergency clause. In view of the emergency cited in the preamble,
this Act takes effect when approved.

 
SUMMARY

 
This bill requires the Workers' Compensation Board to
permanently assign a full-time administrative hearing officer to
the Caribou office no later than 30 days after the effective date
of the bill and to implement this assignment within existing
budgeted resources.
