Sec. 1. Commission established. Resolved: That the Commission to Review
Landlord-tenant Laws, referred to in this resolve as the
"commission," is established; and be it further

 
Sec. 2. Commission membership. Resolved: That the commission consists
of the following 12 members:

 
1. Three members of the Senate, appointed by the President of
the Senate;

 
2. Three members from the House of Representatives, appointed
by the Speaker of the House;

 
3. Three members of the public who are landlords, jointly
appointed by the President of the Senate and the Speaker of the
House; and

 
4. Three members of the public who are tenants, jointly
appointed by the President of the Senate and the Speaker of the
House; and be it further

 
Sec. 3. Chairs. Resolved: That the first named Senate member is the
Senate chair of the commission and the first named House of
Representatives member is the House chair of the commission; and
be it further

 
Sec. 4. Appointments; meetings. Resolved: That all appointments must be
made no later than 30 days following passage of this resolve.
The Executive Director of the Legislative Council must be
notified by all appointing authorities once the selections have
been made. When the appointment of all members has been
completed, the chairs of the commission shall call and convene
the first meeting of the commission no later that 10 days after
all members have been appointed; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall study the
State's landlord-tenant laws and develop recommendations to
update or improve the laws. In examining these laws, the
commission may:

 
1. Hold informational sessions for discussions with
knowledgeable persons;

 
2. Conduct, summarize and analyze the results of a literature
search;

 
3. Conduct, tabulate and analyze the results of a survey of
the public or affected persons and groups;

 
4. Procure and analyze relevant data;
