Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 26 MRSA c. 35 is enacted to read:

 
CHAPTER 35

 
FEDERAL WORKFORCE INVESTMENT ACT OF 1998

 
§3101.__Federal Workforce Investment Act of 1998; use of funds

 
In allocating funds to provide services under the federal
Workforce Investment Act of 1998, 20 United States Code, Sections
9201 to 9276 (1998), at least 1/3 of all funds available for
adults and dislocated workers must be spent through individual
training programs for the purchase of education and skills
training.__At least 15% of all funds available under the
Workforce Investment Act must be spent for support services,
including child care and transportation necessary for individuals
to participate in education or training through individual
training programs.

 
§3102.__Report required

 
The Department of Labor shall report the following information
to the joint standing committee of the Legislature having
jurisdiction over labor matters on an annual basis:

 
1.__Funds received; previous fiscal year.__The total amount of
funds received by the State for adults and dislocated workers
under the Workforce Investment Act of 1998 for the previous
fiscal year and the distribution of those funds by career center
location;

 
2.__Provide core services.__The amount of funds received under
the Workforce Investment Act of 1998 spent to provide core
services, intensive services and education and training under
Individual Training programs at the end of each calendar quarter
in the fiscal year and identified by career center location,
including the number of individuals receiving services in each of
these categories of service;

 
3.__Purchase of support services.__The amount of funds
received under the Workforce Investment Act of 1998 spent for the
purchase of support services for participants receiving core
services, intensive services and education and training under an
Individual Training program and the number of individuals
receiving those services at the end of each calendar quarter,
specifying the amount spent for each type of support service at
each career center location;

 
4.__Funds for education.__The number of individuals who
received funds under the Workforce Investment Act of 1998 for
education and training in a technical college program, a
university program or an on-the-job training program;
