Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the Task Force to Study the Various Effects of Maine's
Long-term Care System must initiate its study before the 90-day
period expires in order that the study may be completed and a
report submitted in time for submission to the next legislative
session; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Task force established. Resolved: That the Task Force to Study
the Various Effects of Maine's Long-term Care System, referred to
in this order as the "task force," is established; and be it
further

 
Sec. 2. Task force membership. Resolved: That the task force consists
of 6 members appointed as follows.

 
1. The President of the Senate shall appoint 2 members of the
Senate with experience in long-term care issues. The first
Senate member named is the Senate chair.

 
2. The Speaker of the House shall appoint 2 members of the
House of Representatives with experience in long-term care
issues. The first House member named is the House chair.

 
3. The Governor shall appoint 2 representatives from the
long-term care provider industry; and be it further

 
Sec. 3. Appointments; convening task force. Resolved: That all appointments
must be made no later than 30 days following the effective date
of this resolve. The appointing authorities shall notify the
Executive Director of the Legislative Council upon making their
appointments. When the appointment of all members is complete,
the chairs of the task force shall call and convene the first
meeting of the task force no later than June 15, 2001; and be it
further

 
Sec. 4. Duties. Resolved That the task force shall undertake a
thorough review of in-home, home health and community-based
services, including the structure and adequacy of the provider
community and its ability to provide the level and quality of
care which the citizens of this State expect. In examining these
issues, the task force shall assess:
