Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, this measure must take effect immediately so that the
committee may begin its work in a timely manner and meet its
reporting deadline; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Committee to Study the Feasibility of Establishing a Recreational Saltwater
Fishing License established. Resolved: That the Committee to Study the
Feasibility of Establishing a Recreational Saltwater Fishing
License, referred to in this resolve as the "committee," is
established; and be it further

 
Sec. 2. Membership. Resolved: That the committee consists of the
following 7 members:

 
1. Two members of the Senate, appointed by the President of
the Senate, one of whom serves on the Joint Standing Committee on
Marine Resources and one of whom serves on the Joint Standing
Committee on Inland Fisheries and Wildlife;

 
2. Four members of the House, appointed by the Speaker of the
House, one of whom serves on the Joint Standing Committee on
Marine Resources and one of whom serves on the Joint Standing
Committee on Inland Fisheries and Wildlife; and

 
3. One public member appointed jointly by the President of
the Senate and the Speaker of the House; and be it further

 
Sec. 3. Appointments; chairs; convening of committee. Resolved: That all
appointments must be made by August 1, 2001. The appointing
authorities shall notify the Executive Director of the
Legislative Council once all appointments have been made. The
first named Senate member is the Senate chair and the first named
House of Representatives member is the House chair. The first
meeting must be called by the chairs no later than September 1,
2001. The committee may meet up to 4 times to carry out its
duties; and be it further

 
Sec. 4. Duties. Resolved: That the committee shall study the
feasibility of establishing a recreational saltwater fishing
license. During the study, the committee shall hold at least 2
