Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the current agreement between the State and the Maine
State Troopers Association, State Police Unit expires on June 30,
2001; and

 
Whereas, current pay grades do not provide adequate compensation
for state police officers; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Minimum pay grade increase for state police officers established. Resolved:
That the State, in its negotiations of a successor agreement to
the current agreement between the State and the Maine State
Troopers Association, State Police Unit, may not negotiate less
than a pay grade increase for all covered employees equivalent to
4 grades from the grade level established by the current
agreement, which expires June 30, 2001.

 
Emergency clause. In view of the emergency cited in the preamble,
this resolve takes effect when approved.

 
SUMMARY

 
This resolve requires that the State, in its negotiations of
the successor agreement to the agreement between the State and
the Maine State Troopers Association, State Police Unit expiring
on June 30, 2001, may not negotiate less than a pay grade
increase for all covered employees equivalent to 4 grades from
the grade level established by the current agreement.
