Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 29-A MRSA §1411 is enacted to read:

 
§1411.__Children's identification cards

 
1.__Application; place.__A person who is a state resident or a
nonresident temporarily domiciled in the State with a mailing
address in the State who is a parent or legal guardian of a child
may apply for an official child identification card on behalf of
that child.__The application must be on a form provided by the
Secretary of State and include any supporting documents,
including a birth certificate, and information the Secretary of
State by rule requires.__Application may be made at any office of
the bureau.

 
2.__Issuance of card; contents.__Upon receipt of a completed
application and payment of a fee of $5, the Secretary of State
shall issue a child identification card to the applicant.__Each
child identification card must contain:

 
A.__The child's digital image;

 
B.__The child's name and address;

 
C.__The child's date of birth;

 
D.__The child's social security number;

 
E.__The date the card is issued and the expiration date; and

 
F.__Any other information and identification that the
Secretary of State by rule requires.

 
3.__Validity.__A child identification card issued under this
section is not valid until signed by the applicant.

 
4.__Expiration.__Each child identification card issued
pursuant to this section expires 2 years from the date of
issuance.

 
5.__Record.__The digital image of the child and any
information on the child identification card may be captured,
stored, retrieved, reproduced and distributed by the Secretary of
State.__The Secretary of State shall ensure that any electronic
database in which an image or information from a card is stored
securely from unauthorized access.
