Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 4 MRSA §1610-B, as enacted by PL 1999, c. 731, Pt. NNN, §1,
is amended to read:

 
§1610-B. Additional securities

 
Notwithstanding any limitation on the amount of securities
that may be issued pursuant to section 1606, subsection 2, the
authority may issue additional securities in an amount not to
exceed $33,000,000 outstanding at any one time for a psychiatric
treatment facility new Augusta Mental Health Institute.

 
Sec. 2. PL 1999, c. 731, Pt. NNN, §§2 and 3 are amended to read:

 
*Sec. NNN-2. Maine Governmental Facilities Authority; resolution for issuance of
securities. Pursuant to the Maine Revised Statutes, Title 4, section
1606, subsection 2 and section 1610-B, and notwithstanding the
limitation contained in Title 4, section 1606, subsection 2
regarding the amount of securities that may be issued, the Maine
Governmental Facilities Authority is authorized to issue
securities in its own name in an amount up to $33,000,000 for the
purpose of paying the cost associated with the psychiatric
treatment facility located in new Augusta Mental Health
Institute.

 
*Sec. NNN-3. Allocation. The proceeds from the sale of the
securities issued by the Maine Government Facilities Authority
pursuant to this Part must be expended as follows:

 
Psychiatric Treatment Facility

 
New Augusta Mental Health Institute$33,000,000

 
Sec. 3. PL 1999, c. 731, Pt. OOO, §1 is amended to read:

 
*Sec. OOO-1. Use of federal reimbursement funds. All federal funding
received by the Department of Mental Health, Mental Retardation
and Substance Abuse Services related to the construction of the
new psychiatric treatment center in Augusta Mental Health
Institute must be deposited in the Maine State Retirement System
- Retirement Allowance Fund established under the Maine Revised
Statutes, Title 5, section 17251. These funds must be used to
reduce the unfunded actuarial liability.

 
Sec. 4. Provision of mental health services. The Department of Mental
Health, Mental Retardation and Substance Abuse Services shall
provide appropriate community resources necessary for mental
health treatment in this State. Inpatient services
