Sec. 4. 34-B MRSA §5001, sub-§5, as amended by PL 1995, c. 560, Pt. K,
§39, is further amended to read:

 
5. Region. "Region" means any of the geographic service
regions established by the department.

 
Sec. 5. 34-B MRSA §5001, sub-§5-A is enacted to read:

 
5-A.__Respite.__"Respite" means planned time for family
caregivers, which provides a break from the responsibility of
caring for the person.

 
Sec. 6. 34-B MRSA §5001, sub-§6, ¶¶D and E, as enacted by PL 1983, c.
459, §7, are amended to read:

 
D. Medical and psychiatric care; and

 
E. Nutritional services.; and

 
Sec. 7. 34-B MRSA §5001, sub-§6, ¶F is enacted to read:

 
F.__Education.

 
Sec. 8. 34-B MRSA §5002, as enacted by PL 1983, c. 459, §7, is
repealed and the following enacted in its place:

 
§5002.__Policy

 
1.__Services.__It is the policy of the State to provide
education, training and support services to persons with mental
retardation or autism who need those services.

 
2.__Setting.__The setting for all such services must,
consistent with adequate care and treatment:

 
A.__Impose the fewest possible restrictions on the liberty
of each person with mental retardation or autism; and

 
B.__Be as close as possible to the patterns and norms of the
mainstream of society.

 
3.__Principles guiding delivery of services.__Delivery of
services to persons with mental retardation or autism and the
interpretation of all laws pertaining to persons with mental
retardation or autism must be guided by the following principles.
