Sec. 1. Study commission established. Resolved: That the Study Commission
to Create and Submit a Master Plan for the Future Use of the
Existing Land and Buildings at the Maine Youth Center, referred
to in this resolve as the "commission," is established; and be it
further

 
Sec. 2. Members. Resolved: That the commission is composed of 15
members as follows:

 
1. Six members appointed by the Governor;

 
2. Three members of the House of Representatives, one from
the Joint Standing Committee on Criminal Justice, one from the
Joint Standing Committee on Health and Human Services and one
from the Joint Standing Committee on Education and Cultural
Affairs, appointed by the Speaker of the House;

 
3. Two members of the Senate, one from the Joint Standing
Committee on Criminal Justice and one from the Joint Standing
Committee on Health and Human Services, appointed by the
President of the Senate;

 
4. The Commissioner of Administrative and Financial Services
or the commissioner's designee;

 
5. The Commissioner of Corrections or the commissioner's
designee;

 
6. The Commissioner of Human Services or the commissioner's
designee; and

 
7. The Commissioner of Mental Health, Mental Retardation and
Substance Abuse Services or the commissioner's designee; and be
it further

 
Sec. 3. Duties of commission. Resolved: That the commission shall study
the future use of the existing land and buildings at the Maine
Youth Center and create a master plan for their use; and be it
further

 
Sec. 4. Appointments; meetings. Resolved: That all appointments must be
made no later than 30 days from the effective date of this
resolve. Within 15 days after all members have been appointed,
the commission shall meet at a time and place the Governor
designates to elect a chair. The commission may meet as often as
necessary at the call of the chair; and be it further

 
Sec. 5. Staffing. Resolved: That the Department of Corrections shall
provide staff assistance to the commission; and be it further
